Fleas do not have a brain, at least it is not referred to as a brain, but instead have what is called ganglion which is a mass of nerve cell tissues which could be considered a type of primitive brain.
Ganglia provide relay points and connections between different neurological structures of the body, such as the central and peripheral nervous systems.
